
To become a Participating Agency in the RCFL, an organization must first enter into a Memorandum of Understanding (MOU) with the FBI. The MOU serves as the legal basis for operating an RCFL, and is a critical element in establishing each new facility. The MOU vests control of all RCFL operations with the Local Executive Board (LEB), while maintaining the federal/state/local government balance. The participating agencies each receive one vote on the Local Executive Board, and are responsible for detailing personnel to staff the RCFL.
